Le Minist\u00e8re entend multiplier ses efforts afin de concevoir des lieux adapt\u00e9s \u00e0 l\u2019art vivant et de d\u00e9sacraliser 1 Architecture. Les locaux devront rester \u00e0 1\u2019\u00e9chelle humaine. Les principes des anciens palais de la Culture \u00e9tant abandonn\u00e9s, ces lieux seront l\u00e9gers, mall\u00e9ables, mobiles, peu co\u00fbteux, assortis de relais ou de satellites. Il convient de sortir du somptuaire, mais aussi de l\u2019unitaire\u00a0; de la notion de local de prestige sur la place publique pour concevoir des lieux plus modestes, accessibles et fonctionnels. Les \u00e9quipements seront financ\u00e9s par l\u2019Etat ou la Municipalit\u00e9.<\/p>\n<p>Telles sont les conditions d\u2019une politique culturelle homog\u00e8ne.<\/p>\n<p>Dans un tel r\u00e9seau, plus complexe et plus diffus, on devra se soucier en priorit\u00e9 d\u2019assurer la formation de directeurs d\u2019Action Culturelle ax\u00e9s sur la d\u00e9couverte d\u2019un nouveau public et soucieux que celui-ci sente concern\u00e9 par cette Action. En 1969, devra \u00eatre assur\u00e9e la formation de dix \u00e0 quinze futurs responsables des C.N.C.C. et des Maisons de la Culture, qui seront assur\u00e9s de trouver un emploi.
