Or, le th\u00e9\u00e2tre a pris pas sur les autres activit\u00e9s. Du fait m\u00eame de la personnalit\u00e9 de ces cr\u00e9ateurs, dans le cas o\u00f9 le r\u00e9pertoire qu\u2019ils choisissaient \u00e9tait contest\u00e9, cette contestation portait sur l\u2019institution elle-m\u00eame. Parmi les fonctions n\u00e9glig\u00e9es figure au premier plan l\u2019absence de toute incitation \u00e0 la culture scientifique (quelques tentatives timides le confirmant).<\/li>\n<li>qu\u2019elles soient dirig\u00e9es par un cr\u00e9ateur ou un animateur, les Maisons de la Culture souffrent du manque d\u2019un rouage, d\u2019un ressort par lequel l\u2019\u00e9quipe de direction entrerait en contact avec la population et engagerait le dialogue avec elle, ferait prendre conscience \u00e0 celle-ci de ses besoins profonds et lib\u00e9rerait sa propre cr\u00e9ativit\u00e9. Force est de constater que le non-public ne fr\u00e9quente pas les Maisons de la Culture. La d\u00e9marche doit proc\u00e9der d\u2019une approche ma\u00efeutique et non didactique. La culture dispens\u00e9e doit \u00eatre une culture initiatrice.<\/li>\n<\/ul>\n<p>Les Maisons de la Culture sont apparues fr\u00e9quemment comme un pi\u00e8ge redoutable, un instrument st\u00e9rilisant pour les cr\u00e9ateurs (qui avaient c\u00e9d\u00e9 \u00e0 leur envie de disposer d\u2019un \u00e9difice moderne et fonctionnel, \u00e0 l\u2019exemple des th\u00e9\u00e2tres allemands).<\/p>\n<p>&#8211; Le statut organis\u00e9 sur la base de la Loi du 1er juillet 1901 et imposant la constitution d\u2019associations de gestion (afin d\u2019assoir les institutions sur une base d\u00e9mocratique) est inadapt\u00e9. Les membres des associations ont \u00e9t\u00e9 coopt\u00e9s et enclins \u00e0 imposer leurs choix. Ces associations apparaissent aujourd\u2019hui comme une nouvelle force, plus contraignante que dynamique. De plus, les Maisons de la Culture sont mal arm\u00e9es pour r\u00e9sister aux pressions des municipalit\u00e9s : la gestion y perd son objectivit\u00e9 (cf. 1\u2019examen des revendications du personnel par les d\u00e9l\u00e9gu\u00e9s des syndicats).
